Prime Minister Mikhail Mishustin signed a decree that will make it easier for small IT companies to obtain state accreditation, and therefore access to existing support measures. "The document provides for the abolition of the check on the share of income from IT activities of startups included in the register of small technology companies and created less than three years ago. At the moment, to obtain accreditation, such a share of income must exceed 30% of revenue," the government said in a statement.

The Ministry of Digital Development, Communications and Mass Media reported that IT accreditation provides the opportunity to receive state support, namely: pay taxes at a reduced rate, apply for a preferential mortgage and a deferment from military service for employees, receive an exemption from inspections by regulatory authorities, as well as on-site tax audits; employ foreign IT specialists in a simplified manner.

On July 19, the Ministry of Digital Development announced that the agency had extended the accreditation of more than 18,000 IT companies: it was confirmed by more than 13,000 IT companies receiving tax benefits and more than 5,000 organizations that provided data on the share of IT income, salary levels, and information on IT activities on the company's website.

"About 2,000 companies that did not apply for confirmation or did not meet the criteria and are no longer listed among the accredited lost their accreditation. When submitting applications, the average salary in the company in the second quarter should have been higher than the average in Russia for the first quarter of 2024 or the average in the region," the Ministry of Digital Development said in a statement.

According to Rosstat, the average salary in Russia is 80 thousand rubles, while average salaries in the IT sector exceed these figures by almost two times.

Positive changes

Irina Levitan, Advisor to the General Director of JSC PF SKB Kontur, believes that the innovation will have a positive effect on small technology companies, since in a competitive market, small growing businesses can go through different stages. "The same applies to companies from new regions - for them, this is an absolute simplification. For large businesses, the rule that the period of verification of wage levels will be reduced from five quarters to two seems important. For example, in my practice, there was a case when a company lost its accreditation because the salary turned out to be 60 rubles less than required - despite the fact that the company had quite a lot of part-time employees, although their salaries were accepted for verification on an equal basis with those who worked full time. If the verification period had been shorter, this might not have happened," Irina Levitan noted.
