To quickly solve the problem of import substitution, it is necessary to introduce a new architectural approach to software production - to move from monolithic systems to those consisting of components. Development should be carried out taking into account the new standards of the IT industry. Dmitry Zavalishin, CEO and founder of DZ Systems, recalled the personnel problem in the industry: "The IT industry has a nearly double personnel shortage. At the same time, there are services that teach how to pass an interview, not how to program. Because of this, there are a huge number of random people in IT who develop software of poor quality. And all this against the backdrop of active import substitution and a real need for a large volume of software development. Therefore, it is necessary to formulate the concepts of criticality class, criteria for belonging to a class, and requirements for the software development process by class. This will improve the quality of software development and avoid chaos."

Lev Matveyev, Chairman of the Board of Directors of SearchInform LLC, spoke about the prospects for entering global markets: "We see that there are absolutely empty markets in friendly countries and not so friendly ones. This is Southeast Asia, including Vietnam with a population of 100 million people, Africa and even Turkey. I would like to believe that a consolidation of Russian developers will be formed for the joint development of brands, marketing, etc. In the UAE market, we are the only ones who come up with ideas for creating an image of Russian software. In general, import substitution is moving into the stage of unification and standardization. For application software developers, it is important that the system software "settles down". The first step in this direction has already been taken - three priority operating systems have been selected. But we need to move further so that everyone has one lower-level API, a unified approach and so that everyone adheres to the same standards."
