The Interactive Advertising Bureau (IAB Spain), the Association for Media Measurement (AIMC) and the Spanish Association of Advertisers (aea) presented this Friday, December 22, the conditions of the competition to obtain a digital measurement system that serves as a reference for the purchase and sale of advertising in the Spanish market.
The tender specifications are based on the work of the Digital Contracting Committee, the body responsible for finding a consensus solution for measuring digital audiences in Spain.
The proposal presented to the market today sets out the technical conditions for digital metering in the Spanish market for the period between 1 January 2019 and 31 December 2021, with an option to extend it by two years (2022/2023).
During this period, the Boards of Directors of IAB Spain, AIMC and AEA will ensure the development of the technical conditions required by the meter, as well as the correct operation and consensus of digital measurement.

1. The measurement universe must be agreed upon by the market, so that the measurement operator uses the references that the market has established for this purpose based on the General Media Study (EGM).
2. Use of the necessary methodologies to offer census and sociodemographic data based on panels and enriched with other possible data sources that the candidates consider appropriate.
3. Formation of a technical committee of clients with the capacity to intervene in local market decisions. This RFP aims to ensure that the Clients' Committee has the power to make decisions and resolve all conflicts that may arise between any of the clients and the meter. In the event that a conflict cannot be resolved in the first instance, the Clients' Committee will raise it to the Monitoring Commission, which will resolve it in the last instance.
4. Commitment of the bidder to be independently audited in the different parts that make up the measurement.
The proposals submitted must comply with the mandatory specifications, but the incorporation of possibilities for improvement will also be considered, inviting candidates to propose any other alternative that they consider leads to a better solution.
