Many services allow you to boost both likes and dislikes. The latter are sometimes used to spite a competitor. But it is also worth ordering dislike boosting for personal videos.

If you receive a second warning within 90 days of the warning being issued, the restrictions will last for 14 days. After the third serious violation of the rules, the channel will be blocked without the right to be restored.

Channels caught cheating are lowered in search results, and videos are becoming less and less likely to be included in the recommended ones, which will significantly complicate promotion.
