I fully understand that a client asks what the objectives will be, but in SEO we are not fortune tellers and when I see that someone is securing a position it is probably because they are going to use black SEO techniques.
When someone asks me about my goals, I always say that I will do everything possible, but it will be Google who decides.
It is up to the client whether or not to decide to trust us when hiring, but it is better to tell the truth than something we cannot guarantee.
Even if we achieve a top position for a client, that doesn't automatically mean they'll have more sales; there are many factors at play that are beyond the SEO strategy.
How to calculate the price?
In my company we always work with a base price for the simple reason that we see all the projects on a weekly basis and take actions and decisions on all clients based on the results obtained in the week.
This means that each project has a minimum number of hours that must be billed.
The base price may include any actions taken.
Although the number of hours increases in some months, in others it may decrease and in this way it is compensated.
To be clear: an SEO agency typically doesn't make money during the three or four months of a project.

The formula is simple: Cost per hour of personnel involved per hour of management plus percentage of profit.

How many hours do you think your project needs?

As always, I think the most important thing is to be as honest as possible and make clear both what is done and what is not done and the variations that the budget may suffer.
