Below 0.60: Keywords with the lowest advertiser density. This can mean that these are keywords that have not been detected by advertisers' radar or that they are simply not profitable to advertise on. Keep this in mind when doing your research.
Again, you can refer to the suggested ranges above, but the best places to start are keywords with a KD% below 60. Start by looking for keywords that are in the 50s, 40s, or below that are relevant and build from there.
Measuring difficulty with the Keyword Overview report
