But overall, this is a good story, because in border areas, where communication is very important, there is now roaming. People can make not only emergency calls, but also fully use communication. This is the right decision."

Historically, cellular networks in Russia have developed on a regional basis, with local mobile operators operating in many regions of the country until the mid-2000s.
