The drivers of growth of the Russian information security market are invariably regulatory restrictions, including those obliging organizations to import substitution. International sanctions and, accordingly, the growing risks of termination of services to customers from Russia also have an impact. Finally, owners and managers, especially large businesses, are beginning to understand the importance of information security for the enterprises entrusted to them. Some foreign markets are still accessible to Russian manufacturers, where domestic information security products are favorably received. It is in the information security sphere that deglobalization and market fragmentation are most likely."
According to Yevgeny Surkov, the most significant restraining factors are the lack of personnel and market fragmentation. He also sees a danger in the fact that domestic vendors may be tempted to stop investing in technological development against the backdrop of reduced competition from foreign products. Yevgeny Surkov believes that attempts to pass off pure Open Source as a new domestic product are hindering market growth: "It will be difficult for those who want to compete with such a model; it can ruin the entire idea of import substitution, since Open Source must not only be sold, but also developed, which sellers do not plan to do in this model. Excessive emphasis on marketing instead of development, limited availability of software component libraries, international information platforms and systems that increase the efficiency of development, which will be considered unsafe."
Vasily Stepanenko, CEO of the cloud provider Nubes, estimates the growth rate at 20%. In his opinion, the main driver is the activity of regulators: "By 2025, critical information infrastructure should switch to domestic software. In the foreseeable future, businesses will be subject to turnover fines for personal data leaks and concessions for the protection measures taken. All this contributes to an increase in sales of information security solutions. In addition, companies are increasingly increasing the scale of digitalization, so we can hope that this process will entail an increase in the implementation of information security products. It should be noted that Russian companies have always tried to save on information security, limiting themselves to organizational measures. Now, in the context of growing attacks that lead to serious consequences, including the complete loss of business, it is unlikely that anyone will want to ignore information security and save on protection."
He sees the main danger for the Russian information security market as a decrease in quality due to a decrease in competition: "Russian information security solutions are now being implemented mainly in Russia. Competition between vendors is decreasing. This phenomenon does not lead to an increase in the quality of domestic information security products, so they do not have significant prospects for entering other markets. In addition, information security solutions from vendors from friendly countries are gradually coming to Russia. In the foreseeable future, they will somewhat push domestic information security products out of the market."
