YouTube has sent notifications to some of its users that Roskomnadzor has added their videos with methods for bypassing blocking to the register of prohibited information based on Part 7 of Article 15.1 of the Law "On Information, Information Technologies and the Protection of Information". As follows from the germany telegram notification (RBK has a copy), in connection with this, YouTube warned that if the user does not delete such a video independently, the company may be forced to block the content.
A Roskomnadzor representative confirmed that they had sent requests to remove materials popularizing the use of VPN (Virtual Private Network - a technology that allows you to create a secure connection between the user's device and the server, due to which users can hide their IP address and maintain privacy on the Internet) and other methods of bypassing blocking. "To date, the YouTube administration has not fulfilled the requests to remove more than 300 materials popularizing the use of VPN services and other programs to bypass blocking of access to content illegal in Russia," said a Roskomnadzor representative.

From March 1st of this year, they startedact changesin the government decree, which allowed Roskomnadzor to block resources with information on methods for bypassing restrictions on access to prohibited content. Among the criteria on the basis of which the agency can add a page or website to the register of prohibited information, in addition to a description of the actions that allow access to resources blocked in Russia, it also mentions information encouraging the use of such methods, their advantages, information about programs that allow access to blocked resources, offers to download such programs or pay for them.
From November 30, the agency will expand this ban: it will include the publication of scientific, scientific-technical and statistical information about VPN services. The only exception will be information for providing secure remote access. The order will be in effect until September 1, 2029.
