Instagram Shopping is already available in over 90 markets, including most of Europe. Unfortunately, this service is currently unavailable in Ukraine. It may also disappear from foreign accounts if the owners leave the area where the option is available. Instagram's Help Center explains it this way:

So, to access Instagram Shopping, you need to use the feature from countries where it is supported. To do this, you need to change your geolocation and confirm it.

It is recommended to avoid using VPNs or proxy servers as this may result in your account being blocked.

So, the only thing you can do is find a trusted person in Europe or another region where the feature is supported. Then follow this algorithm:

Give her access to your account, check if two-factor authentication is enabled.
Log out of the store account, and this also applies to all employees who are in Ukraine.
To continue operating your store, install the official Meta Business Suite app, which will replace the functionality of the standard Instagram app. Use it while the verification is ongoing.
After about a month, the platform administrators will verify that you are in a region where the feature you need is supported and will provide access to it. You can check this in the settings section of the Instagram app.
