Position of the Central Bank
In response to a request from a ComNews correspondent, a representative of the Central Bank's press service responded that this draft law is necessary for the issue of Roscosmos bonds (in accordance with paragraph 3 of Article 5 of the Federal Law of 05.03.1999 No. 46-FZ "On the Protection of the Rights and Legitimate Interests of Investors in the Securities Market"). "The issue of bonds and other securities by non-profit organizations is permitted only senegal whatsapp resource in cases stipulated by federal laws and other regulatory legal acts of the Russian Federation. The draft law specified in the request was submitted to the Bank of Russia. We reported that there were no comments. Earlier, the Bank of Russia approved a similar draft law on bonds of the Rosatom State Corporation," the representative of the Central Bank's press service explained.
"Currently, the Russian banking system's ability to provide long-term financing at low interest rates is significantly limited," the explanatory note to the bill states. Independent financial adviser Elena Savina noted that currently, rates on the corporate loan market fluctuate between 18% and 25%, excluding special programs: "Banks decide on the rate based on many factors: the financial condition of the borrower, the overall debt load of the organization, and the financing period. In today's conditions, bonds look like a more attractive source of financing and replenishment of the capital of a state corporation than direct bank lending."
Elena Savina mentioned that when issuing bonds, the issuer independently decides on the coupon rate, the size and frequency of coupon payments: "When issuing bonds, the state corporation is guaranteed to receive the necessary amount of financing on favorable terms. Another inconvenient fact is that banks cannot always approve the full required amount of the loan. Also, the appearance of a reliable, promising issuer on the market will contribute to the development of trust among private investors and the increase in reliable financial instruments for ordinary citizens."
The owner of the Internet Solutions company, Igor Ilyinchik, who previously worked for more than 15 years at Amtel-Svyaz as Deputy General Director, noted that the issue of bonds, in addition to the task of financing the development of the state corporation itself, will attract money not only from banks, but also from individuals, as well as interested foreign investors (including as a mechanism for monetizing cooperation with friendly states in the space sector). "Of other positive aspects, the issue of bonds assumes the payment to investors not only of the invested amount, but also of income comparable (and expectedly - somewhat higher) with bank deposits. This means that the activities of Roscosmos should be successful and profitable for investors," Igor Ilyinchik emphasized.
