Before the Hummingbird update, Google would likely have displayed both variants in the SERPs. This has changed: Google is fairly certain that the search term "tax" is more likely to be used to search for the tax than for the tax itself, and in addition to providing a definition (Wikipedia), it also directly suggests nearby tax advisors.
