DeepSeek 3: China’s Challenge to Chat GPT. Implications and Scenarios for the EU in 2025

1. 2024 has been a crucial year for the consecration of Artificial Intelligence (AI) as a driver of global change. At a geopolitical level, the global landscape has seen different responses from the main international players, reflecting contrasting visions on the adoption and regulation of new technologies. While Russia has maintained a marginal position, focused on internal issues and the conflict in Ukraine, the United States, China and the European Union have adopted different strategies, dictated by their amazon database economic, political and social priorities.
On the one hand, China and the United States have focused on practical innovation and competitiveness, highlighting approaches aimed at strengthening a real “technological nationalism” based on commercial expansion and the limitation of other people's products. A recent example of this can be seen in the dispute between the US government and Tik Tok, which is still far from finding a conclusive resolution and which will certainly represent a new battleground in this new digital “space race” .
On the other hand, the European Union has chosen to position itself as a regulatory leader, working to harmonize AI regulation and protect the fundamental rights of its citizens, in line with the founding principles of the Union.
Among the protagonists of the digital revolution, a leading role has been assumed by Chat GPT , the well-known artificial intelligence model developed by OpenAI. After significant updates in 2024, Chat GPT has consolidated its leadership position in the generative AI landscape. Born from the collaboration between Sam Altman and Elon Musk, the project has attracted global attention thanks to its ability to adapt to user needs and the speed with which it has surpassed its competitors. Silicon Valley has confirmed itself as the epicenter of innovation, with other Big Tech – including Apple and Google – engaged in the development of their own models, such as Apple Intelligence and Google Gemini . These projects, although ambitious, have yet to establish themselves as competitive alternatives to the OpenAI solution.
China, on the other hand, found itself chasing the US business sector in the short term, failing to respond promptly with its own Artificial Intelligence models. This state of affairs immediately represented a strong damage to the Dragon Country, also due to the limitations imposed by OpenAI on access to its services by Chinese users .
