From the point of view of the Director of Information Security at RT-INFORM (IT and Information Security Competence Center of the Rostec State Corporation) Alexander Evteev, it is important that the law defines the procedure for categorizing significant critical information infrastructure objects, the procedure for state control in the area of ensuring their security, and the rights and obligations of organizations that own critical information infrastructure entities.

In this regard, Vasily Stepanenko, Director of the Information Security Department of Servionika (ITeco Group), reminds that in accordance with the Decree of the President of the Russian Federation of 25.11.2017 No. 569, the federal executive body authorized to ensure the security of critical information infrastructure is the FSTEC of Russia, and in accordance with the Decree of the President of the Russian Federation of 15.01.2013 No. 31s, the powers to create GosSOPKI are assigned to the FSB of Russia.
"GosSOPKA should monitor the level of protection of the critical information infrastructure of the Russian Federation from computer attacks," said Dmitry Ogorodnikov, Development Director of Angara Technologies Group. "At the same time, until now there was no clear understanding of who exactly should connect to this system. Now, with the release of Federal Law 187, clarity has appeared on this issue. Namely, the law specifies that all subjects of critical information infrastructure should connect to GosSOPKA, regardless of whether they have significant critical information infrastructure facilities or not."
