"Channels in messengers take information from the media, without it they will cease to exist," Fadeyev noted. The Chairman of the Human Rights Council called for thinking about regulating such channels following the example of the media and asked whether these resources should take on "not only the rights, but also the responsibilities of the media." He stated this at the "All Russia - 2023" forum.

Chairman of the Presidential Council for Civil Society and Human Rights (HRC) Valery Fadeyev proposed regulating Telegram channels in the same way as the media. Experts told ComNews whether this is possible.

However, attempts to regulate the activities of bloggers have been made for ten years, but nothing has happened. Even the blocking of Telegram led to the fact that this messenger began to be considered the most secure, which is not true, and the channels in it - free from censorship, which is also not true."
The head of the Telegram channel Content Review Sergey Polovnikov said that according to various estimates, there are more than 700 thousand channels in Telegram, and licensing the activities of each of them would require a huge amount of time and effort, which would be wasted. It is possible to define certain criteria by the number of subscribers and similar metrics, but it is impossible to verify the reliability of these metrics, and it is very easy to influence them.
"As for whether Telegram channels will be able to replace the media, this is a question that will be answered with experience. The press has been buried for almost a hundred years, television for about twenty years, traditional media have been buried relatively recently, but it is obvious that the process will drag on for many decades. All people consume content differently. Therefore, Telegram channels will not replace the media. Valery Fadeev understands this, which is why he is trying to apply the same regulatory tools to Telegram channels as to traditional media," says Sergey Polovnikov.
