Funding for fundamental science, on the contrary, increased at an accelerated pace: in 2010-2022, the volume of allocations for these purposes in current prices increased threefold (from 82.2 billion rubles to 247.3 billion rubles), in constant prices - by 14.9%. As a result, the share of fundamental research in the total volume of allocations for civilian science increased during this period from 34.6% to 39.1%.

In July 2022, at a meeting of the Commission for Scientific and Technological Development, Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko announced that 492 billion rubles are planned to be allocated for financing civil science in 2023, 490 billion rubles in 2024, and 473 billion rubles in 2025. He added that for the period 2023-2025, the tasks of maintaining the volume of expenditure on research and development, the parameters for financing fundamental research, as well as the salaries of scientists at a level of 200% of the regional average are taken into account.

Deputy Chairman of the State Duma Boris Chernyshov also announced tax breaks for individuals and companies that invest in the Russian IT sector. According to him, the proposals to this effect are already being discussed in the lower house. Boris Chernyshov also assured the conference participants that all laws that in one way or another relate to IT regulation will be discussed with the active participation of industry experts, otherwise there is a risk of making a mess if you act ineptly.
