At the end of last year, the Chamber of Commerce and Industry of the Russian Federation sent a letter to the Ministry of Digital Development with a number of questions about the implementation of the country's planned import substitution programs in the IT industry. The Ministry prepared its answers at the end of January - and the channel participants found a lot of interesting things in them.

PAKs and OZPs
The authors of the canada whatsapp number database December request to the Ministry of Digital Development were primarily interested in when they should expect at least plans for the development and implementation of trusted hardware and software systems (HSS), as well as a joint plan for the development of software and electronics for them. Another important question is whether the Ministry of Digital Development of Russia is going to resume support (in the form of grants) for import substitution projects, including by giving them the status of particularly significant projects (ESP)?

In response, the Ministry of Digital Development, Communications and Mass Media reminded that the order of January 18, 2023, No. 21, approved methodological recommendations for the transition to Russian software, including at significant critical infrastructure facilities (CIF), since the use of foreign software and software systems entails the risks of the manifestation of undocumented capabilities implemented in them. The gradual migration of Russian companies to domestic solutions in the field of information security (IS) is underway; almost half of Russian developers, according to the response, expect that by January 1, 2025, the share of domestic solutions in the Russian IS market will exceed 80%. In addition, the document shows that currently two-thirds of companies plan to switch to domestic software in the field of IS by 2025, and 90% of large domestic corporations with more than 10 thousand employees have either already switched or will switch to domestic software in the field of IS within the next 12 months.

The reasons for this are the most pressing: 76% of Russian companies that assessed the security of their information infrastructure noted a significant increase in cyberattacks due to the use of software and hardware systems originating from unfriendly countries, not least because of the cessation of updates to products designed to protect the infrastructure. The Ministry of Digital Development concludes that all measures taken to achieve technological sovereignty will allow the completion of import substitution activities for information security tools (ISS) by 2025.

be organized as a matter of priority, will be formed taking into account the key ("high-level", as stated in the response) needs of their potential customers, subjects of critical information infrastructure, as well as industry specifics. To do this, first of all, these needs themselves should be organized and recorded - by the Ministry of Industry and Trade of Russia together with the Ministry of Digital Development and Communications and with the participation of the ICC and the CCR.

In particular, mechanisms for the creation and production of trusted hardware and software systems are being developed, taking into account the requests of critical information infrastructure entities for the composition and volume of deliveries of such systems, but also with an eye on the production capabilities of Russian organizations with key competencies in the field of critical information infrastructure. The volumes and sources of necessary financing in 2024 for the acquisition of assets and results of intellectual activity of organizations with key competencies in the field of critical information infrastructure development are also being determined, as well as for the creation and production of trusted hardware and software systems, taking into account the identified and formalized needs for them.
