The main problems of the industry were outlined by Maxim Chizhov, CEO of the company developing drones for agriculture in Russia, OOO Agrimax.Aero, at the scientific and practical conference on UAS "Reasonable from the People - 4". Among the many problems, he identified several key ones: regional restrictions, inconsistencies in regulations, ineffective specialized departments of federal executive authorities (FOI), a lack of trained personnel, and the complication of obtaining an airworthiness certificate (ALC) for domestic agricultural UAS (compared to Chinese ones).

Firstly, regional restrictions. These albania whatsapp number database are bans that are in effect in the regions on the use of all expert UAS. Here, the work of the Russian government to ensure safety is understandable. Our community is focused on the legal use of the system in order to implement it as safely as possible. The second point is inconsistencies in regulatory acts. Many good innovations occurred in 2023 and in the first quarter of 2024, but there are still shortcomings in which some documents contradict others. Each provision can be read in different ways. We are even faced with the fact that not all federal executive authorities are able to implement what was approved by the Russian government. Regulatory deadlines are also not met. In addition, there remains the problem of a lack of trained personnel. And there are difficulties in obtaining SLG for domestic UAS compared to Chinese ones. That is, at the moment, Rosaviatsia reported that it has already issued SLG for a number of agricultural UAS. But these are foreign analogues. “It doesn’t work with Russian ones because of the regulatory peculiarities,” noted Maxim Chizhov.

Nikita Danilov, founder and CEO of the company that developed the Fly Drone single-window digital services system for the life cycle of unmanned aerial vehicles (UAVs), believes that the problems can be solved in the coming years: "The identified problems are very acute, but they can all be solved in the working order within two years - except, of course, for lifting flight restrictions. Obviously, in many regions they will remain as long as the SVO continues. As for the inconsistencies in legal acts, they are indeed present. For example, on the one hand, the new version of the federal rules for the use of airspace (FP IVP) from March 1, 2024 simplified the rules for UAV flights, and on the other hand, from September 1, 2024, new restrictions will be in effect. And in the context of obtaining a SLC, the main problem is the price of the issue. For most players in a market that has not yet formed, it is unaffordable. Certification should be carried out in a much shorter time frame and three times cheaper."
