Does the website design make it difficult to use?

In section 7.2.3, Lower Quality Main Content, Google writes:
“The lower rating should also apply to pages where users cannot benefit from the MC, for example:

Website design plays a major role in its functionality, and since Google rightly sees poor functionality with a “lower rating,” website design deserves a topic of its own.
A website with good design and functionality will help create high-quality pages and, in theory, convert better and potentially get better search results.
This topic is the culmination of all the previous questions. If the overall results are positive, then users may be more likely to hand over personal information, such as credit card details and email addresses, which is a plausible goal for most companies.
